Steps to MOBIS Procurement:

  1. MOBIS is a competitively awarded contract that is available to all federal agencies. Kilda Group awarded rates have been determined to be fair and reasonable, so no advertising is required, no middle man is used, and there’s no need to deal with anyone outside of your agency.  The general steps to follow to contract with Kilda Group are:
  2. Customer/Kilda Group meet to determine needs
  3. Customer develops project definition and requirements (Statement Of Work)
  4. Kilda Group provides labor and price estimates for the project
  5. Customer provides funding and project documents to its internal Contracting Officer (CO)
  6. Request for Quote (RFQ) is developed by CO and released to a minimum of three schedule contractors
  7. Kilda Group responds to the RFQ
  8. CO and Kilda Group negotiate if necessary and a task order is issued by CO to Kilda Group
  9. Kilda Group begins work

The following services can be obtained via our MOBIS contract:

  1. Consulting Services (874-1):  Management or strategy consulting; program planning, audits and evaluations; studies, analyses, scenarios, and reports relating to mission-oriented business programs or initiatives, such as defense studies, tabletop exercises or scenario simulations; educational studies, regulatory studies, economic studies, and preparedness studies; executive/management coaching services; customized training as part of a consulting engagement; policy and regulatory development and review
  2. Facilitation Services (874-2):  Facilitation and related decision support services for agencies engaged in collaboration efforts, working groups, or integrated product, process, or self-directed teams. Services covered are: defining, refining, and resolving disputes, disagreements, and divergent views, excluding EEO disputes; leading large and small group briefings and discussions; enabling focused decision-making; stakeholder debriefings; preparing and providing draft and final reports relating to the facilitated issues.
  3. Program Integration and Project Management Services (874-7):  Assist agencies in planning, initiating, managing, executing, and closing out mission-oriented business programs and projects. Services included are: Project leadership and communications with stakeholders; project planning and scheduling; earned value management support; project management, including performance monitoring and measurement; reporting and documentation associated with project/program objectives; stakeholder briefings, participation in required meetings, and related project support services; program integration services; and project close-out services.
